I went back a ways for the image of the commissioner with brown hair, but interestingly, in the last couple Mark Trail strips his hair is once again brown. What a wacky world.
I think Jack Elrod has gone all Pygmalion about Samantha Hill. I can't remember him ever showing anyone in extreme close-up, but he's been doing it again and again with her the last two weeks. Maybe that's why the plot has slowed to molasses-in-January speed: if he wraps this one up, he's got no excuse to draw Samantha Hill's face any more.
